The new version of the application will be a 'Universal' app and might become available on all Windows 10 devices including Windows 10 Mobile. As of this writing, two videos which demonstrate the app in action along with the full APPX package are available.
The Paint app is one of the oldest apps which comes bundled with Windows since its first version. Considering the long history of the app, it is getting new features quite late. Some of the enhancements were made under the hood in Windows XP where it gained the ability to save PNG images without any additional filters installed. In Windows Vista, Microsoft added a crop function and increased the number of Undo actions allowed.
